The Kratom Consumer Advisory Council

The Global Kratom Coalition is proud to host the work of the Kratom Consumer Advisory Council (KCAC), an independent body providing evidence-based analysis on the most critical issues facing the leaf kratom community. Led by inaugural chairman Dr. C. Michael White, an internationally respected clinical pharmacologist, the KCAC unites a broad spectrum of perspectives—from consumers and researchers to advocates and critics—to build a strong foundation for science-based regulation.

The KCAC develops clear position statements to guide consumers, industry stakeholders, and policymakers toward responsible practices.

Kratom has transformed lives. Yet, misinformation, low-quality products, and misguided regulations threaten safe access. The Global Kratom Coalition exists to ensure that truth, science, and responsible advocacy shape kratom’s future.

Our Position:
Not All Kratom Is Equal

Whole leaf kratom, traditionally consumed in Southeast Asia, should be regulated as an Old Dietary Ingredient (ODI) under DSHEA, warranting consumer protection. In contrast, alkaloid concentrates—though chemically similar and proven safe for intended use—should be classified as New Dietary Ingredients (NDI) requiring notification.

However, highly concentrated isolates and semi-synthetics, such as 7 (7‑hydroxymitragynine), lack a safe‐use history, pose addiction risks, and are adulterated with untested chemicals. Overall, this nuanced strategy preserves traditional access while safeguarding public health through informed, differentiated regulation.

The Ethical Case for Regulation

The Global Kratom Coalition advocates for ethical, consumer-first regulations that balance safety, transparency, and access. Kratom should not be banned—it should be responsibly regulated to protect both public health and consumer choice.

Balanced Perspective

Leaf kratom, like any consumable substance, has both potential benefits and risks. This conversation should not be driven by fear, misinformation, or reactionary bans, but rather by scientific understanding and responsible consumer choice.

Key Considerations:

  • Leaf kratom is not inherently dangerous. Risk factors depend on dosage, product formulation, and individual health conditions—just like coffee, alcohol, or over-the-counter medications.
  • Public health strategies should focus on regulation, not fear-based prohibition.
  • Prohibition often leads to unregulated, contaminated products—the very thing bans claim to prevent.
Recognizing Kratom’s Diversity

Not all kratom is the same. The term “kratom” encompasses a range of different product formulations, each with distinct properties, risks, and intended uses.

Key Considerations:

  • Traditional kratom leaf and teas have a long history of safe use.
  • Powders and capsules are widely available and relatively safe when labeled properly.
  • Highly concentrated extracts and synthetic derivatives require stricter oversight due to increased potency.
  • Regulation should differentiate between kratom forms, not apply a blanket approach that treats all products the same.
The Case Against Prohibition

Prohibiting leaf kratom does not make consumers safer—it eliminates access to safe, tested products while driving demand for unregulated, black-market alternatives.

Key Considerations:

  • Bans create underground markets, increasing risks of contamination, mislabeling, and consumer harm.
  • Scientific evidence does not support treating kratom as an illicit substance. Instead of outright prohibition, enforceable regulations should be introduced to prevent unsafe products from entering the market.
  • A consumer protection approach—rather than a criminalization approach—ensures transparency and safety while respecting individual freedoms.
